Whānau self-determination and wellness are the foundation stones of papakāinga development at Tāwhitiwhiti, Minginui, Lake Waikaremoana and Waireporepo.

The land is the fundamental source of whānau social and economic wellbeing. Healing, returning to, and sustainably reoccupying their ancestral lands is seen by the Whare Ora Development Trust whānau as a pathway to economic wealth and wellbeing for successive generations.

There is a great potential for Māori to return to their homelands and build their own papakāinga in a way that creates a new type of society that is based upon their proven principles of culture and communal living.

Whare Ora Development Trust Strategic Plan

The Whare Ora Development Trust will:

  • Aim for Wellness to be achieved through warm affordable houses, good health, good relationships between each other and a coherent mix of young, middle aged and elderly,
  • Design the papakāinga considering not only the houses themselves but how the houses and residents will relate to each other,
  • Use our status as a Community Housing Provider to identify potential housing sites and assist whānau, Trusts, and cooperatives with housing feasibility studies,
  • Manage access to the Income Related Rent Subsidies offered by the Ministry of Social Development,
  • Take full advantage of our partnerships with Unitec Institute of Technology for the science linked to hāuora and innovative building practices.
  • Think of how the papakāinga whānau will learn, work and live once it is built and occupied. As an example, we have developed a theoretical list of papakāinga “Zones” that can be separate or interwoven.
